Call for Project Proposals on HIV/AIDS

P.I.L.S, NGO Principal Recipient for implementing Phase 2 of the Global Fund Grant for HIV in Mauritius, is pleased to invite registered Rodriguan Civil Society Organisations/ Non-Governmental Organizations, to submit sub-proposals for prevention projects targeting Rodriguan migrants and/or Street Children in Rodrigues.

Overview

As part of the Round 8 Proposal, funding for HIV prevention projects in the service delivery area Prevention-Behavioral Change Communication - Community Outreach for above-mentioned populations is available as follows:

  • Rs 50,000 – Rs 55,000 per year for HIV sensitization of Street Children
  • Rs 185,000- Rs 190,000 per year for HIV sensitization of Rodriguan Migrants

The projects should be implemented over the next three years (2012-14) and within the mentioned budgets.

Guidelines

A shortlist of applicants will be visited by the Principal Recipient Programme Management Team during the month of March as part of the selection process.  Global Fund does not provide funding to individuals.  Awards of funds will be made on the basis of the relevancy of proposals to the needs of target populations, of that of the Global Fund Round 8 HIV proposal, and availability of funds. All decisions made by PILS will be final. Selected applicants will become sub-recipients of PILS. Disbursement will take place from beginning of April 2012.

The deadline for the submission of sub-proposals is 4:00 pm, Wednesday 14th March 2012.

Main Functions: The Human Resources Manager will be responsible for guiding and managing the overall provision of Human Resources services and policies.

Key Responsibilities:

Human Resources management

Objective: To lead Human Resources practices and objectives that will provide an employee-oriented; high performance culture that emphasizes empowerment, quality, productivity, and standards; goal attainment to support PILS’ strategic goals.

1. Recruitment:
  • Assist Program Manager in the recruitment process, including writing of job descriptions & contracts and liaising with appropriate hiring agencies and press
2. Orientation & administration:
  • Provide current and prospective employees with information about policies, job duties, working conditions, wages, and opportunities for promotion and employee benefits.

  • Bachelor’s or Master’s Degree in Human Resources Management

Job description: Finance Manager

Responsible for: Accountant and Financial Clerk

Main Functions: The Finance Manager will be responsible for managing the financial systems in place as part of the Mauritius GF Round 8 HIV Program, and providing advice and technical support to Sub-Recipients implementing Programs under the Round 8 Program under PILS. S/he will support the implementation of the GF Program; promote robust financial management systems, and ensure timely and comprehensive reporting to the GF. S/he will support the financial monitoring and reporting of the GF Program; and actively represent and contributing to auditing, and financial reviews on behalf of PILS and the Sub-Recipients. S/he will act as the focal point with the GF Regional staff and the LFA, communicating financial issues with both PILS and the CCM.

Key Responsibilities:

1. Financial Management

Objective: To effectively develop and manage financial management and reporting systems.

  • Lead, support and manage the implementation of robust financial management systems to support the GF grant within PILS
  • Develop and implement effective budgeting procedures within the agreed GF ceilings.
  • Work with other members of the Programs and M&E teams, to liaise with sub-recipients in preparing and submitting financial reports on a timely basis, as required, for internal and external use.
  • Review, analyze and provide timely feedback on financial reports to sub-recipients.
  • Analyze and document variances and grant progress.
  • Coordinate financial reporting from sub-recipients into the Progress Update/Disbursement Request and submit to the GF.
  • Maintain effective relationships between monitoring and programmatic teams.

  • Develop coordinated capacity development plans for all partners, in conjunction with the above staff.
  • Provide financial capacity building support and advice to sub-recipients, through the implementation of the capacity development plan.
  • Identify, procure and manage any relevant external technical support that may be required for Programs and sub-recipients.
  • Monitor, review and evaluate the progress and impact of capacity building Programs.
  • Coordinate capacity development efforts with other Programs being implemented as part of the Mauritius National Strategic Framework.

3. Coordination

Objective: To ensure the coordination of the GF Program with the National Strategic Framework.

  • Ensure complimentarily between the PILS and NAS Program.
  • Ensure coordination of activities and sharing of information.
  • Where possible, involve a wide variety of stakeholders (GF and non GF partners) in training and information sharing sessions.
  • Input GF information to national financial accounting mechanisms.
4. Representation

Objective: To represent the Mauritius GF Finance with a variety of stakeholders.

  • In collaboration with the PILS Program Manager act as the PILS Focal Point for the GF LFA and the GF Secretariat teams, in relation to financial matters.
  • Ensure clear and timely reporting and feedback to the CCM & LFA/GF Secretariat on all GF financial matters.
  • Participate, as required, in Global Fund Regional meetings and other training fora.

Essential requirements:

  • Fully qualified accountant, registered with a recognized accounting body
  • At least 5 years’ relevant finance/accounting experience
  • Working knowledge of the Global Fund, and its financial management requirements.
  • Extensive experience of providing financial management support to individuals and organizations.

Main Functions: To give technical and administrative support to the Finance Manager, Accountant, the PMU unit and SRs.

Key Responsibilities:

1. Program Management

Objective: To effectively assist in the development and management under the direction of the Finance Manager and the Accountant of financing and accounting systems.

  • Define the financial necessities, formulation of the budgets of the components of the Project.
  • Formulate requests for payment of goods and services and subsequent materials.

Responsible for: M&E Assistant & M&E clerk

Main Functions: The M&E Officer will assist the Program Manager in managing the Monitoring and Evaluation system for projects/ grants implemented by the PILS. S/he will develop and implement an M&E Plan for PILS. For HIV/AIDS interventions, s/he will assist with the implementation of the National M&E Framework which includes details of monitoring activities related to the GF Round 8 grant to promote strong data collection systems, and ensure timely and comprehensive reporting to partners including the GF.  S/he will assist the Program Manager to represent and communicate M&E issues with local and external partners that include the NAS, the CCM, the Local Fund Agent and GF Regional staff.

Key Responsibilities:

1. Program Management

Objective: To effectively set up and implement an effective M&E system for interventions implemented by PILS and partners.

The M&E Officer will implement the National HIV/AIDS M&E Framework including the annex for monitoring the GF Round 8 grant by undertaking the following tasks.

  • Contribute to the review and updating of the Annual PILS M&E Work plan and budget.
  • Work with implementing partners to review their data collection approaches and management information systems and support them to implement any required changes.
  • Develop data management processes and procedures for the PILS M&E Unit and implementing partners
  • Set up and implement a data audit system
  • Work with other members of the programs and finance teams, to liaise with implementing partners in preparing and submitting program and other reports on a timely basis, as required, for internal and external use.
  • Review, analyze and provide timely feedback on program reports and other documents relating to programs and implementing partners.
  • Analyze and document the progress, impact, challenges and lessons learned of programs.
  • Coordinate data reporting from sub-recipients into the Progress Update/Disbursement Request and submit to the GF.

Essential requirements:

  • Degree in social sciences, public health or development field (or equivalent) and at least 3 years of progressively responsible experience in Monitoring & Evaluation in the development sector.
  • At least 3 years relevant HIV/AIDS experience in the public or civil society sectors at a national level.
  • Experience of supporting national M&E Programs.
  • Experience of designing and providing technical support to, and capacity building of, individuals and organizations, including strong workshop facilitations skills.
  • Good analytical skills.
  • Self-starter with the ability to work effectively in a team as well as independently.
  • Excellent written and verbal communication skills.
  • Strong commitment to HIV/AIDS and health systems strengthening.
  • Experience of working in countries with concentrated HIV epidemics, including knowledge of working with IDUs.

  • Contribute to the review and updating of the Annual PILS M&E Work plan and budget.
  • Implement data management processes and procedures within the PILS M&E Unit and provide support to implementing partners to implement data management processes
  • Follow up on reports to be submitted by partners.
  • Enter data and conduct post data verification with M&E Officer
  • Set up and maintain a filing system for reports.

  • Undertake initial analyses of reported data.
  • Contribute to the development of tools and resources for use by PILS in an effort to harmonise and create uniformity for overall reporting on HIV interventions.

1. Background information

PILS is an NGO that has existed for 15 years and is solely dedicated to the fight against HIV & AIDS on a national and regional basis.  The size, structure and profile of our organization will transform in the near future in view of PILS’ new responsibility as Principal Recipient (PR) under the Global Fund to Fight Aids, Malaria & Tuberculosis (GFATM).  In this context, therefore, we need to standardize the key processes of PILS through the development of a Policies & Procedures Manual focused on Finance, Administration, Monitoring & Evaluation (M&E) and Human Resources Management.

2. Objectives of the consultancy

Overall objective: Elaborate a Policies & Procedures (P&P) Manual for the Finance, Administration, Monitoring & Evaluation and Human Resources Management of PILS.

3. Deliverables expected

At the term of the consultancy, the consultant will submit

A.    A Policy & Procedures Manual including the following:

1.    Revision of existing Financial P&P manual used by NGO PR in Phase I in line with PILS existing procedures and GFATM requirements

4. Conditions of consultancy

Duration of work: This consultancy will take place over 10 man-days (20th of February- 2nd of March 2012).
Management of consultancy: The consultant will work in close collaboration with PILS’ executive committee and staff while using a recognized methodology to reach the aims of the consultancy.

Responsibilities:
•    Plan, design, coordinate and supervise the improvement of the present monitoring and reporting system
•    Collect data from project staff and Beneficiaries
•    Perform qualitative and quantitative analyses of data collected and production of final reports (evaluation) including lessons learnt and recommendations.
•    Assure timely, accurate and complete reporting of programmatic data to funders
•    Assist in the development of data collection tools
•    Maintain a database to track performance indicators by entering data collected through the monitoring system and conducting verification checks to ensure the accuracy of these data
•    Conduct research and studies and produce analytical report to be used as a basis for advocacy activities
•    Assist in the fundraising activities of the association (events, writing of funding requests, development of online donation and others)
•    Assist in liaising with funders, donors and sponsors
•    Reporting progress to PILS on a monthly basis  

Hours:    8hr30-16hr30 – (One hour – lunch & breaks) May be required to work odd hours to meet deadlines

Minimum of seven years experience of working with vulnerable populations
Counselling skills

Solid experience in group animation
Valid driving license

Responsibilities:
Supervision of social work
Responsible for coordinating empowerment programmes of PLWHA
Responsible for developing Vulnerable Populations programmes
Animation of groups at PILS
Counselling & social support to PLWHA
Recording of daily activities


Hours:
8hr30-16hr30 – (1 hour lunch)
Additional odd hours of field work will be remunerated by the hour
Will be required to work odd hours at least 1 Saturday per month, deductible in office hours


Wages: Baseline salary + reimbursement transport
